The COST action "PHAROS, the Multimessenger Physics and Astrophysics of Neutron Stars" will support a very limited number of speakers.
We will give priority to excellent applications from junior scientists,
particularly from Russia to the extent allowed by the COST vademecum and also from the following other Cost Near-Neighbour Countries: Armenia, Azerbaijan, Belarus, Georgia, Ukraine.

Finally, we can prioritize Action Participants from the following Cost Full Member countries: Albania, Bosnia & Herzegovina, Bulgaria, Estonia, Latvia, Lithuania, Montenegro, N.R. of Macedonia, R. Moldova, Serbia.
The following considerations on inclusiveness have been put forward by the COST association. Female physicists are particularly encouraged to join the workshop.
